Draft Minutes
Call to order: Chairman Robert King called the meeting of November 15, 2007 to order at 7:15 PM at the Orange Boating Club.
The minutes of the October 18, 2007 meeting were accepted as presented.
Chairman discussed email he had received, copies of which were contained in the agenda package. King noted that Kevin Buck, of Congressman Feeney’s Office, had word from Pete Milan, USACE that a modeling results meeting might take place in mid-December.
Reports by other members:- State Road 46 Bridge: Scott Bear, CH2MHill, reported the selection of the bridge contractor would be made by December 10. Chairman King said he would like to have the bridge contractor attend the modeling results meeting. Barbara Bess, FDEP, said she would like to tag a permitting pre-app. Meeting onto the modeling results meeting.
- Channel C: Mitigation determination meeting to be set up by Barbara Bess, FDEP.
- FDEP water sampling: Groundwater sampling at Site 10 is planned for November
- Interagency Plan: Chairman reported one concern was resolved – alum treatment would be off-line for tributaries, and not in-lake. He said it has also been determined that the plan does not need legislative adoption.
- Legislative Delegation: The group decided Chairman King would comment on out-of-basin mitigation at the upcoming Seminole County Legislative Delegation meeting.
- Parkstone HOA: Chairman reported the Parkstone HOA board was going to get a presentation from Florida Yards & Neighborhoods. He said there is talk that the Legislature is going to mandate that HOA can’t require St. Augustine lawns and lawn spraying.
- Web Site: Chairman King reported the new web site is up and running. He said he needed a good link for FDEP. Barbara Bess said she would send several good links to Robert. He said the new web site is much more educational for the general public.
- BMAP – Cecilia Height, Sierra Club, is now serving on the BMAP Technical Working Group. She explained her role on the new committee which has split off from the full working group. The TWG will meet quarterly and is quasi-judicial.
- 417 Spur Extension – Ms. Height discussed a meeting Sierra Club attended discussing the OOCEA plans for expanding the toll road system. Chairman King also updated the group on his experiences with the meetings he attended.
- Chairman announced that the December meeting has been cancelled.
- King announced that he will be reassigning the position of the chairman of the group effective August 2008. He said he has served as the chairman for 10 years and feels group and the restoration effort is ready for new blood.
