Call to Order - Chairman Robert called the meeting to order at 7:05 p.m.
Introductions - The introduction of the new FDOT project manager, Todd Long, was included in the self introductions.
Presentation by Seminole County Planning & Development Department - April Boswell, Home Rule Charter Amendment
Roundtable - Thoughts on the status of the restoration effort & direction to proceed.
Approval of Minutes of July 15th, 2004

Seminole County Stormwater - Bob Walter - Mr. Walter gave an update of stormwater projects that affect Lake Jesup. Chairman King pointed to the County stormwater projects as a positive step in the restoration process over the past six years.

Update of SR 46 Bridge Project - Scott Bear - Mr. Bear reported that the bridge replacement project will not be a test case for the TMDL process. He said FDOT is moving forward with a permit process similar to the process used in the building of the Interstate-4/St. Johns River Bridge. Mr. Bear said that CH2MHill and the WMD have come up with a mitigation plan which will include the clean up and restoration of the areas of the fish camps, which will justify the agency's need for taking the properties. He said the WMD will take on the management of the properties.

TMDL - Chairman King reported that the TMDL process is moving forward and a number will be assigned to the lake this month. He said sediments are not being taken into the equation and TMDLs is not going to take any sediments out of the lake. Chairman King announced that FDEP will make a presentation on TMDLs at the December meeting.

Letter responses SJRWMD / FDEP - Chairman King said he had received a response from FDEP to the request for disposal site permitting criteria, but had not received one for the Channel C mitigation. Nor has he received one from the WMD.
Adjournment - Chairman King asked that the group please be ready to formulate a recommendation to the legislature for a goal for the restoration project in 2005 at the November meeting. The meeting was adjourned at 8:45 p.m.
