Introductions - Chairman King announced that Chuck Vreeland, FDOT, passed earlier in the month. A card was passed around for anyone interested to sign.

Approval of Minutes of June 17, 2004

Demonstration Project is in Inverness not Eustis, Lake Tsala Apopka.

A. Update of SR 46 Bridge Project - Scott Bear, CH2MHill, announced that Todd Long will be the new representative for FDOT, replacing Chuck Vreeland.

He reported that crews will be doing wetland flagging and mitigation field work around the bridge area.

Mr. Bear reported that CH2MHill's contract with FDOT ends on November 2 but he said CH2MHill may still be authorized to attend the FLJ meetings. He said CH2MHill will forward the website page to the next partner.

Mr. Bear said ROW crews will start appraisals in the fall.

Mr. Bear reported that he learned the TMDL issue may affect the FDOT permitting for the bridge. Barbara Bess, FDEP, said that since the TMDL's are not yet established, she didn't see how that could be done. Mr. Bear said he understood that the Lake Jesup bridge replacement project had been offered by the SJRWMD as a test case. Chairman King said he would follow up with the WMD rep, Regina Lovings, for more details.

B. USACOE 1135 project status for Lake Jesup - Pete Milam. Chairman King reported that Mr. Milam was expected to attend. He said the project was still on hold but he had been assured by Congressman Feeney's office that they were working to ensure that the project is funded again in the next budget cycle.

Chairman King said the group sent out a letter asking for any mitigation that will be required of USACOE should they dig Channel C. He said he has not received any responses from the SJRWMD, FDEP, and USACOE. He said he would follow up.

C. Update of Muck Removal Project - Progress reports on Site 10 / Airport site / Ag land - Chairman King said he had been meeting with an agricultural landowner who might be interested in selling his property, but had not yet set a price. He said he will be working toward setting up a meeting with the Airport.

With regard to Site 10, he said the City of Sanford is willing to sell the property but they must be released from all of their permit obligations and there is a hurdle with regard to a WMD permit that is unrelated to the lake restoration. He said he is working with Sen. Constantine's office to overcome the hurdle.

Disposal site permitting criteria follow up letters SJRWMD / FDEP - Chairman King said there is still no written response to these letters. He said he will follow up again.

Jetspray review letter responses SJRWMD / FDEP - Chairman King summarized the response from the WMD with regard to the jetspray technology, saying that the WMD could not make a determination on jetspray technology because they don't have the money to hire a consultant to evaluate the technology.

D. DEP Contracts review / funding - Barbara Bess, FDEP, reported that funding through SP378 for the Cameron Ranch project is being transmitted to Tallahassee and this should close that contract.

As far as SP 441, she said a large amount of those funds will be used on a stormwater retrofit on Cassel Creek. Bob Walter, Seminole County, gave an overview of the project that is planned for that site.

Alternate technology investigations - No-dredge technology presentation - Harry Crook, Gold Coast Recyclers, gave a brief presentation on a demonstration project to be done in Inverness at Lake Tsala Apopka.
