Update of SR 46 Bridge Project - Scott Bear, CH2MHill / FDOT:
Mr. Bear distributed a copy of a story about the State Road 46 bridge that was written by a reporter with the Daytona Beach News Journal.Mr. Bear said CH2MHill is on schedule to turn in 45% plans on June 11, the design build criteria package is started and ROW requirements have been submitted. He said ROW acquisition could start spring of 2005.
He said permit packages would be submitted to WMD, USCG, & USACOE.
Mr. Bear discussed the contents of a letter sent to the WMD regarding land acquisition, permitting and mitigation. A copy of the letter was contained in the agenda package. He said FDOT would acquire the fish camp properties and the land in between, restore it, lower the elevations and then give it to the WMD for management.

Update on Restoration Plan / Hydraulic Model, USACOE - Pete Milam:
Mr. Milam said the Corps is examining the “dead zone” where Channel B was historically opened to the river. They are trying to determine what is needed to improve the water quality.Mr. Milam supplied a copy of a map for the possible footprint for the digging of Channel C. Mr. King said he would send formal requests, along with the map, to the WMD and FDEP for information for the mitigation of the digging of Channel C.

In-Basin mitigation update / Lake Jesup Basin Mitigation Initiative:
Mr. King said the initiative had stalled as far as changing the ratios and the criteria for the mitigation credits. He said there has not been any negative motion either. He said he spoke with Seminole County to help draft a conceptual plan for a stormwater park. Mark Flomerfelt and the County Manager have given approval for the draft plan, he said.He said there is still an effort ongoing to fund the purchase of property for regional stormwater parks.

Update of Muck Removal Project - Ed Hayes, FFWCC:
Mr. Hayes gave an overview of meetings he had with the City of Sanford and with the Airport Authority. Mr. Hayes said that overall the meetings were informative but did not produce any substantive solutions for disposal sites.Mr. King reported that he had been in Tallahassee and had discussed the disposal with many of the legislators. Mr. King also reported that Troy Deal has been working on his end to see if the land spraying will work. He said that it has been recommended that the land spraying can only be done on uplands, at least 150 feet from the edge of wetlands.
Mr. King asked Regina Lovings, SJRWMD, if the district had made any progress on defining a permitable site. Ms. Lovings said a formal answer would be forthcoming. He said to Barbara Bess, FDEP, that he was still waiting for a definition from the agency and Vivian Garfein. Ms. Bess said that the answer would likely be tied to the determination of TMDLs, which is being modeled by FDEP. Ms. Bess said Dave Herbster recommended uplands.
Discussion follows regarding disposal sites and the likely problems associated with various locations. Ms. Lovings suggested contacting Robert Christianson regarding the size of the site necessary with regard to Mr. Deal’s proposal.

Middle Basin Coordination meeting report
Ms. Lovings reported the status of the City of Maitland request for mitigation on the Bergman tract. She said the matter was on the District board agenda the previous week. Mr. King said the group needs to formally comment on the fact that mitigation is going outside of the basin. He explained that the mitigation would only be done on the 400 acres of property above FDEPs OHWL and Mr. Bergman’s deed that showed ownership to the center of the river no longer exists.Ms. Lovings said the group could request that the State Road 46 culvert project be resurrected.

TMDLs meeting Letter approval
The group reviewed the letter. The only suggestion was that the letter included language that indicates the water quality of Lake Monroe and Lake Harney at the time the letter was written. Mr. King said he would try to get the current TSI numbers for Monroe and Harney.Mr. King said he had a comprehensive synopsis of the last few TMDL meeting if anyone wanted that information.

Winter Springs Water withdrawal update
Mr. King said the letter sent to the WMD and the District’s response was included in the agenda package. He said the WMD suggested to the City of Winter Springs that someone from the municipality should attend the FLJ meetings.
