Chairman King called meeting to order at 7:35
Minutes corrected and approved.
Introduction of members
.Ed Hayes FWCC has been meeting with consultants. He stated that they have developed a restoration plan that the District has tentatively agreed to. They hope to submit permit application next month. The plan is to move the material up to the tree line and extend the uplands out and cover about the 40% of the property and then cut it off sharply to original grade to limit invasive and then plant with vegetation and cypress trees. Change the wetlands from a 1.5 to a 2.5 wetlands.
Chairman King reported that Pete Milam got the letter of recommendation to FDOT. Modeling meeting was on the 29th. Gram had no animation of the model and was not happy with the model. The decisions were made with out the model. The model was not ready. He was able to get recommendation to FDOT. They have not been able to get channel configurations.
Scott Bear, CH2MHill, with the letter from the Corp's, they are able to finalize documents. A letter with the recommendation will go out in the next two weeks. They will have a draft of the final documents soon. Received contract to start preliminary design this will begin around July 10th. and begin field work to begin finalization of the plan.
Chuck Vreeland, FDOT, Stated there will be a (0%) design meeting on July 10 at District build at 9:00 am.
Tom McCord, suggested that the group should thank the Corp for allowing the tree line to tree line bridge which was the last official decision made by the state recognized Friends of Lake Jesup. Group decided to send letter to the ACOE.
Bill Daniel commented on retention ponds, suggesting possible use of the existing canal next to SR46.
Subject of Mobility 20/20 plan was raised. Steve Rich stated that different railroads have different exemptions and do not need mitigation. Do not be surprised if there is no mitigation because they are usually exempted. Railroad Law is very complicated. Cecilia Height, Sierra Club, has said there is a letter from Crotty that says the railroad will not go on the East side through the Econ or over Lake Jesup. Nobody at Seminole County knows about the coal train. The vote on the 2020 will be in October. Group discussion followed.
Chairman King reported there was meeting in Orlando about TMDL. If anyone that wants to study it and make public commit. Public commit can be made up to the 14th. A meeting on June 25th in Deland, about surface water withdrawal. Chuck Collins, DEP stated Sanford says they intend to treat the water from Lake Monroe to drinking water standards, but they will only use it as Reclaimed water. Group discussion followed. There has been a change of land use of property next to Central winds park. It has been changed from residential to town center. There is a proposal in front of the District to pump water out of Lake Jesup from the properties closest to the shore.
Jones introduced themselves, they are purchasing property on Northeast side of the Bridge project.
Cecilia Height reported that Mr. Woods still has plans for multifamily condos on Spring Ave. He is trying to carve out parts of the springs and is trying to get zoning for condos. Natural Lands said that they want the entire springs and access to the springs. This will be presented it to Mr. Woods soon.
Steve Rich, POW, wrote letter to Glenn Lowe regarding the mitigation rule to find out what is going on with the information received earlier and see how soon this rule would be implemented. Group agreed to send this letter to Glen Lowe. Group agreed to send letter to the Corp.
Chairman King stated that no physical progress made on the Environmental Study Center display boards. Many citizens group are against Joint planning agreement between Sanford and Seminole Co. Other groups along with the Friends will send written comment against the agreement. Comment from this group will go out soon. There are Airport expansion meetings occurring now which have a lot room for comment.
