DRAFT MINUTES

Meeting called to order at 7:13 PM.

Minutes changed and approved.

Chairman King stated that Sweetwater Creek deemed that there has been enough of mistake and needs a second look. It is in front of Planning and Zoning. Half of what is wrong with it has been corrected. The Friends will make comment before it goes to the board.

Ed Hayes, FWCC, Met with Seminole county about storm water park for Cameron Ranch Property last mouth. Plans are going to work well together. Consultant gave preliminary drawings for restoration disposal site. There will be a meeting with the District about this in a few weeks. Helicopter is going to spray the lake to stop fragmitie growth. Consultant is going to be drilling holes for pore boring analysis for construction. If water continues to drop might get to do revegitation.

Chuck Vreeland, FDOT, handed out public notices for public meeting on May 13th. All four of alternatives at the hearing will be presented. Notify all people that might be interested.

Chairman King, next meeting is on the 4th Thursday of the month.

Pete Milam passed out 6 alternatives to model with revisions. Looking at all ways to work the models. Gram is working as hard as he can to finish the model. He has received helped from FDOT and CH2MHill. Report will only be a quarter complete in April, but it will be enough to decide on a plan and justify our decisions. The Corp will need another 6 mouths to finish the report. Will be able to present an alternative. Discussion followed regarding Bill Daniel concern that the Corp model would not reflect all work done to promote channel C and complete causeway removal. Regina Loving restated that the District's model included those scenarios at the Friends requests. Bill Daniel gathered and submitted prior documents to the Corp to help model channel C.

Mark Callahan, SR 415 south of Osteen replacing Low Water Bridge. Resurfacing of asphalt, turn lane projects. Schedule to be completed in October. Doyle does not need signal light. Seminole County is going to look at Celery Ave. Turnpike Feasibility study not worth the cost. Extension of Elk Cam Blvd. has been removed from 5 year work plan and will be taken off long range plan. Conducted a vision study about the future of the 415 corridor and there was not a consistence about development form the public. Workshop with County council will be in May. Project will provide important system linkage. Traffic projections found that through 2030 to meet the travel demands 415 needs to be 4-laned from 46 Ft. to Smith Rd. Objective is to identify traffic needs and improve them. Meeting will be June 24 to present alternatives. October is public hearing and final approval early next year. New bridge will have to be 45ft high. Chairman King asked the maps of public ownership to be shown and then asked Friends if they would to encourage the District to purchase the land between Seminole and Volusia County. The Friends voted yes. Showed two options for types of improvement for roads; rural and urban. First that DOT talks about land use first.

Cecial Height, Sierra Club, The coal train will go over Lake Jesup through Little Big Econ state Forest. There would be 7 or more trips per day at much higher speeds then now. Commissioner Stuart has sent official mail to Chairman Crotty to remove the train from the 2020. As of now it is still on. The next meeting will be April 21 and then April 28. She requests that Lake Jesup takes a stand against the Coal train. She also asked permission to represent the Friends against the Train. Group discussion followed. Friends agreed to allow Cecial represent the Friends at the meeting on April 28.

Steve Rich, POW, agreed to present in basin/ out of basin issue next mouth after a meeting with Glen Lowe. He has setup system to compare mitigation of the basin with an equivalence equation.

Cecial Height, Sierra Club, Clifton Springs was turned down by Seminole County Commission. Mr. Woods wanted maintain a section of it but the County only wanted buy it all or nothing.
