M I N U T E S

  1. Call to Order

    Chairman Robert King called the meeting to order at 7:10 p.m.

    Gabrielle Milch, WAV Coordinator, gave a presentation to the group about the St. Johns River Cleanup, which will be held Saturday, March 18. Ms. Milch discussed the possibilities of organizing cleanups on or near Lake Jesup.

  2. Approval of Minutes - November 18, 1999 and December 16, 1999

    Chairman King corrected the membership list for December 16. Charles Collins said he had taken the sign in sheet by mistake.

  3. Old Business

    1. Update of letter drafted at last meeting on rulemaking.

      Chairman King said the item was not on the agenda for January. He said everything is ready as soon as the item comes up on the agenda. He said the only change to the letter would include the number of environmental resource permits issued in this area. This will also be the bulk of the presentation that is made to the Board.

    2. Update on River Navigator's Advisory committee.

      Chairman King said the Middle Basin Advisory Committee has not met as yet. He said any suggestions for projects should be forwarded to the Chairman, which might be included or added to the existing list.

      Lawrence Keenan, of the St. Johns River Water Management District explained what the Lake Howell alum treatment project entails. This is one project on the AHRI Middle Basin List.

    3. Mitigation site progress

      Charles Collins, FDEP, prepared a summary of what has happened at the mitigation site, to present. Chairman King said nothing has happened in the last month. He said Rep. Tom Feeney wants to make something happen and wants a recommendation from the FLJ. The group discussed what should be contained in a letter directing Rep. Feeney. A draft will be emailed.

    4. Lake Jesup Basin Study

      Chairman King said there is nothing new to report on the basin study.

    5. Clifton Springs Update

      Jim Duby, Seminole County Natural Lands Program, gave an update on the negotiations for Clifton Springs, the planning stages for Hiley's Fish Camp, and the acquisition of Tilden Groves.

  4. New Business

    1. FDOT Deadline

      Chairman King said he wanted to deal with the short time frame between the completion of the hydrodynamic model study and September, when FDOT has said it would begin engineering studies on State Road 46. Chairman King said this item would top the agenda for the February meeting.

    2. Meeting Place/Time reviewed

      Chairman King reviewed the offer from the Black Hammock Restaurant for the free use of a room, but no one in the group showed any interest in changing the meeting location.

  5. Reports of other members

    Regina Lovings gave an update of District activities of Lake Jesup. She said Dr. Gary Zarillo is on his final run on the model. She gave an update on the aquatic planting program, which will probably begin in late March and early April.

    Ms. Lovings said she would provide the group with the scope of work on the feasibility study contract.
